William Henry Draper, Jr., was the Chairman of the U.S. President’s Commitee to study the U.S. Military Assistance Program. The findings by the commitee, also called the Draper Commitee, laid the foundation for the Foreign Assistance Act and revisions to Military Assistance Program procedures.
