Apr 6, 2021 · The complete hardware/software work flow for Xilinx devices relies on a number of Xilinx-provided tools. These tools are available as download for Linux and Windows based systems. Please, follow the installer to install the tools on your system.
Four relatively small client files are available for download on https://www.xilinx.com/support/download.html, one for each platform supported (Windows 32-bit, Windows 64-bit, Linux 32-bit and Linux 64-bit).

You can download the complete package from the download page . But . None of the tools support W11, so you will not be able to install to the W11 machine .
