History Of OSH in Malaysia. FMA was approved by the parliament in 1967. But the fact that FMA only covers OSH in manufacturing, quarrying, mining and construction industries, not other industries. In 1970, FMA was enforced to overcome the weakness by Machinery Ordinance 1953.
