Oct 18, 2021 · When I place new photos in the iCloud folder, they sync and show up in iCloud.com and on my iPad. When I delete the new photos, either on iCloud.com or on my iPad or on Windows iCloud Photos folder, they are deleted as expected on all the other devices. This tells me that the issue is with the left over photos still in the cloud somewhere.
