So the external users may be unable to upload files when filling the form or quiz in Microsoft Forms. As a workaround, you may need to use a list in SharePoint Online.

One issue we have is it only allows certain file types to be uploaded. Not even all Microsoft file types can be uploaded (Visio for example). You can also not upload a ZIP file.
