Evan Cooke is a former policy advisor and digital service member at the White House, and a co-founder of Twilio, a cloud communications platform. He has a Ph.D. in computer science from the University of Michigan and degrees in electrical engineering and psychology from the University of Wisconsin.
Twilio was founded in 2008 by Jeff Lawson, Evan Cooke, and John Wolthuis and was based initially in Seattle, Washington, and San Francisco, California. On November 20, 2008, the company launched Twilio Voice, an API to make and receive phone calls completely hosted in the cloud.
