Leo Tarcissus McCarthy (August 15, 1930 – February 5, 2007) was an American politician and businessman. He served as the 43rd Lieutenant Governor of California from 1983 to 1995. Early life and education.
Leo Tarcisius McCarthy was born August 15, 1930, in Auckland, New Zealand. The McCarthys sought a better life in San Francisco in 1933. Leo arrived at Pier 38 in the midst of the depression with his parents, Dan and Nora, and his three older brothers.
Born in Auckland, New Zealand of Irish parents, Leo T. McCarthy served California first as an assemblyman from 1962-1982, and then as Lieutenant Governor from 1983-1995. He served in the Air Force from 1951 to 1952, after which he enrolled in University of San Francisco, receiving a BA in history.
