Esdeath doesn’t need Tatsumi to give her a chance/affection; she is a dominatrix that will take him by force if needed to get any kind of affection. The only way to annoy/manipulate her for Tatsumi is to openly love someone else which he does in the manga.
Esdeath intentionally goes for collateral damage as an end in itself while applying unnecessary cruelty, or to be more precise, she applies cruelty for the sake of cruelty. The only reason I would root for someone like this, is when the author makes it to easy for the protagonists to take such a character down.
Tatsumi: All these guys keep telling me the capital is a terrible place, that doesn't matter as long as I can save my village. Esdeath: Oh? If it's just saving your village I can send as much money and provisions as they need for the rest of their life, you just have to join me.
