Newton is the county seat of Sussex County. History. Newton is located near the headwaters of the east branch of the Paulins Kill, a 41.6-mile (66.9 km) tributary of the Delaware River.
New developments sprouted in South Newton, Highland Park and Morningside Park. A public electric plant (1894), municipal water supply (1896) and sewerage treatment (1907) added to the safety and convenience of town-life. The age of department stores opened with the Park Block in March 1897.
