The Film Council (renamed the UK Film Council in 2003) opened its doors in April 2000 as a non-departmental public body working at arm’s length from the govern-ment. In doing so, it incorporated the British Film Commission, which was estab-lished in 1991 to promote inward investment and three existing bodies investing in film production.
