But now if i go to turn off ‘sync this iphone’ in settings>apple id>icloud>photos it still says ‘this iphone was not able to download 3638 full resolution photos/vids’ .

I have created Albums on my iPhone and trying to download/save them to my apple computer so I can eventually save them to a flash drive. Cannot figure out how to do this as when you go to the name of the Album there is not upload or download choice.
