It was a term used by the God Emperor Leto II to denominate the chaotic period after his death, the Famine Times and Scattering .
“Arafel: the cloud darkness at the end of the universe.” Some of the quotes from CoD suggest that Kralizec is the scattering. The quotes in GEoD seem to be referring to something different. It makes sense to me that the Ixian's Arafel is connected with the seeker machines threat specifically.
