On Liberty is an essay published in 1859 by the English philosopher John Stuart Mill. It applied Mill's ethical system of utilitarianism to society and state. [1] [2] Mill suggested standards for the relationship between authority and liberty.

However, nowadays Mill’s greatest philosophical influence is in moral and political philosophy, especially his articulation and defense of utilitarianism and liberalism (Nicholson 1998).
Thirdly, from this liberty of each individual, follows the liberty, within the same limits, of combination among individuals; freedom to unite, for any purpose not involving harm to others: the persons combining being supposed to be of full age, and not forced or deceived.
In his work On Liberty (1859) John Stuart Mill argued on utilitarian grounds that individual liberty cannot be legitimately infringed—whether by government, society, or individuals—except in cases where the individual’s action would cause harm to others. In a celebrated formulation of this principle, Mill wrote that
individual independence: and to find that limit, and maintain it against encroachment, is as indispensable to a good condition of human affairs, as protection against political despotism.
