Disbrow was born in Kentucky, and had moved to Cincinnati at the age of 11 to live with figure-skating coaches David and Rita Lowery, who later became his legal guardians. Their son Scott, ten years younger, grew up regarding him as a brother.

Dec 28, 2022 · When officers arrived, they found a deceased man, as well as a gun. The man was later identified as 54-year-old Scott L. Lowery of Des Moines. DMPD has been searching for Lowery since Dec. 13, as they believed he had information relating to the homicide of 51-year-old Natasha Lue Jean Williams.
