So, I'd agree with your teacher here, as it's the number of new goods and services which is increasing fast. Having said that, the whole sentence is badly written, in my opinion.
Jul 5, 2006 · Según entiendo, el Escalation Policy se refiere a los procedimientos en marcha para reportar (hacia arriba) los asuntos, o hacer que funcionarios de más alto nivel se enteren de una situación en particular... lo pondría así "Política de Reporte" o por qué no, "Política de Escalamiento"..
