Whether this is another of the same branch of one of the Kaiser’s closer relatives is worth asking, but we can assume that Transylvania with their substantial Romanian population will remain in Hungary.

That, plus the fact that it didn't happen in the game's time frame makes it anachronistic. Sure, there was no unified Germany by 1821 either, but that was an idea that was contemplated and aspired to during the game's time frame.
