Reaper becomes phased out, cleansing him of status effects and becoming immune to enemy damage and abilities. Reaper can still be hit by Graviton Surge, Gravitic Flux and Cage Fight while phased, however these will only lock his movement, and will not deal any damage or interrupt the ability.

If you're struggling with Reaper as DPS or Support, you're playing wayy too close to him. He has an extremely short range before his damage falls off, meaning if you play further away he does less damage. Less damage = less self healing.
If Reaper could get ult charge from self-healing, the devs would simply raise his ult charge cost by 40%. He gets ult fast enough as it is. Whether or not he gets ult charge from self-healing is not a factor to consider.
