If you're struggling with Reaper as DPS or Support, you're playing wayy too close to him. He has an extremely short range before his damage falls off, meaning if you play further away he does less damage. Less damage = less self healing.
If Reaper could get ult charge from self-healing, the devs would simply raise his ult charge cost by 40%. He gets ult fast enough as it is. Whether or not he gets ult charge from self-healing is not a factor to consider.
While you and Reinhardt both prefer to fight at close range, your massive damage output and self-healing will make it almost impossible for Reinhardt to kill you without a well-aimed Charge or Earthshatter.
