Another officer can even issue it based on the information from the officer who witnessed it, we can even ring up off duty and get a TOR issued for something we've seen. The difference in the response was incredible. All reported online but ticked the box for assault/threatening behaviour rather than driving offence. Police got back to me in 2 hours, victim support rang me the following day.
