If you are subscribed to the 50GB, then it won't show that one as an available option, only the other options you can upgrade to. Sounds like your subscription has not actually expired.

When I go to Settings > [his Apple ID] > Family Sharing > iCloud Storage it asks me to purchase upgraded storage, not use the Family Sharing option. All other Family Sharing is active (Apple Music, etc). When I go to Settings > [MY Apple ID] > Family Sharing > iCloud Storage it says he is "not using" it.
