You have a United States PayPal account. If you do not live in the US you should close this account and open an account in Malaysia. Make sure to unlink any financial accounts linked before closing the account. Here is the link for PayPal Malaysia.

If there is a "Confirm" link next to the bank in question, that means the confirmation process has not yet been completed. Yes, the minimum transfer amount is 40MYR in Malaysia.
