If I should restart the computer or resume from sleep, the lock screen shows the time in 24 hour format (the time in the system tray is set to display in 24 hour format).

Does for any other location as well. Try ye olde worlde Control Panel > Region > Formats > Additional settings... > Time Tab > Capital H for 24 hour clock. The options are explained there.
