The verb extract (= get/take out) means the physical process of removing the oil from its source. The verb exploit means benefiting from that oil once its extracted, either in practical terms or financially, or both.

I would think something like "heart-rendering" for "heart-rending" would be a far more common mistake among AE speakers.

The document is an "extracto," or summary, because the original is filed with the vital records office, which makes a summary of the pertinent data of the original to create a birth certificate abstract. Then when people need copies, the abstract is copied instead of having to copy a page out of a big, awkward book.
