As for importing full characters: you can import skeletal meshes with animations for NPCs (community video showing how to build on pre-existing skeletons) Good luck!

Maya for assembly, rigging and animation. Then theres is also a whole bunch of smaller more specialized softwares and plugins to do whatever else smaller task you need to do.
Jul 17, 2014 · Easily the quickest way to iterate on clothing for characters and you can easily move outfits from one character to another. The simulation quality is actually very good and produces much more believable and realistic results than sculpting by hand will. The more you use it and build a pattern library the quicker it becomes to outfit a character.

Sep 3, 2014 · That is a really simple design, couldn’t take more than 15-30 minutes to model. The rigging wouldn’t take that long either. It really depends on how much knowledge you have of your preferred 3d package, but I can’t imagine you needing too much given the simplicity of the character.
