Call the make command this way: make CFLAGS=-Dvar=42 And be sure to use $(CFLAGS) in your compile command in the Makefile. As @jørgensen mentioned, putting the variable assignment after the make command will override the CFLAGS value already defined in the Makefile.

But then all assignments to FOO variable within the makefile will be ignored unless you use the override directive in assignment. (The effect is the same as with -e option for environment variables).

You would create a multidimensional list by taking an empty list and putting other lists inside it or, if the dimensions of the list are known at write-time, you could just write it as a literal like this: my_2x2_list = [[a, b], [c, d]].
