If you are having the same issue follow the below steps for resolution. Call Salesforce toll free number and ask them to send a reset link to your registered email. Open your registered email and click the link to change password. If the step2 is not working then open your registered email and forward the reset link email to your personal email.
Feb 27, 2023 · Disable login with Salesforce credentials will only impact SSO users with 'Is Single Sign-On Enabled' permission enabled and will only allow them to access Salesforce via SSO. Make sure you do not enable 'Is Single Sign-On Enabled' permission for the System Admin and efficient way would be assigning above permission to non-admin users using permission set.

Something to check, look for failed logins under Administration Setup > Manage Users > Login History.
