OP's screenshot is a pretty normal Russia game though, hardly anything insane when you are breezing through 1/1/1 steppe land. I believe you are referring to the starting event and that gives you 1 diplomat and %15 ccr, not 20.
User flairs. Blue (Pro Russia) means you are more pro-Russia government than pro-Ukraine government in this war. It doesn't mean you 100% support the government. It means that given the choice you'd rather Zelensky surrender than Putin surrender. Yellow (Pro Ukraine) means the same for the Ukrainian government.
