Even JMA model (preferred in Japan) is basically useless beyond 7 days (good weather models can predict 48-72 hours in advance with fair degree of certainty and up to 7 days with decent one). You should probably use JMA page that comes with weather advisories, or Yahoo! (Japan) Weather.

"Impending" means they'll be here soon and also that there's something negative about them, that fishermen should do something to prevent bad consequences. This additional meaning is appropriate here, since the important warnings are those of bad weather.
